feat(apps): add 9router application package

新增9Router应用，包含多版本部署配置、应用元数据和中英文说明文档，提供AI路由和Token节省功能，支持40+AI提供商与100+模型。

+- `PORT` - 服务端口（默认 20128）
+- `HOSTNAME` - 监听地址（默认 0.0.0.0）
